Very good question. Here we go with the explanation:

1 organiser is qualified.
1 reigning champion is qualified.
12 more European teams will be qualified (8 performance places based on the teams ranked 1st-8th at the last WCh + 1 place for the top continent at the last WCh + 3 compulsory places for the European continent).
3 teams are qualified from 2016 African Cup of Nations -> these are compulsory places for the African continent, they cannot be overtaken by a wild card.
3 teams will join from 2017 Asian Championships -> these are compulsory places for the Asian continent, they cannot be overtaken by a wild card.
3 teams will join from 2017 Panamerican Championships -> these are compulsory places for the Panamerican continent, they cannot be overtaken by a wild card.

1+1+12+3+3+3 = 23 -> Means that 1 place remains. This was originally given for Oceania as a continental compulsory place. However, Oceanian teams qualify via Asian Championships now, so this one last spot seems to be awarded as a late IHF's wild card.

last WC had 2 wild cards right?

Portugal is in the euro 2008,finaly!!!!!

Yes, but that time with very different situation, when 6 Panamerican teams shoud have been qualified for the 2015 WCh after Brazil's title in 2013.

Winner, and that's new, is not directly qualified for the WCh (Germany, December 2017), but advances to Asian Women's Championships (South Korea, March 2017) first.

Draw for the 2017 Asian Women's Championships (March 13 – 22 in Suwan, South Korea) has been made:

Group A: South Korea (KOR), China (CHN), Iran (IRI), Maldives (MDV)
Group B: Japan (JPN), Kazakhstan (KAZ), Uzbekistan (UZB), Hong Kong (HKG), Vietnam (VIE)

In the end, Australia did not register for the Asian Champs :? :-k

Still not clear what's happening with the last place at the WCh in Germany. Will it be a wild card or will it go back to Oceania?
It seems Oceania will get back its spot starting with the 2019 Men's WCh (http://eurohandball.com/article/28206).

It really looks like one of the European play-off losers is going to be wild-carded.
This document as of 28 January 2017 [page 8, part 6.1 changes in Regulations for IHF Competitions, Change 2] says that the new way for Oceanian champion to qualify for WCh is to rank among Top 5 at Asian Championships. Australia (Oceanian champion) had a chance to qualify via recent Asian Championships in March, but they did not register for the tournament.
