According to this article, North Korea announced it won't take part (although the IHF hasn't confirmed that yet).

This was very predictable and we were discussing it on the chat during the WCh. Let's see if my other speculation will come true. Knowing IHF's consistency in respecting their own rules, I wouldn't be surprised with GER/DEN popping up in that tournament.

Right. And what about cross country skiing in the winter olympics? Baseball? Rugby? Table tennis? Russia has won every synchronised swimming competiton for many years. Handball is no exception.

^ This is not about who's winning these competitions but about who can participate. As long as the rightful place of a team from, say Asia, is not taken through dubious maneuvers by a team from Europe (as has happened several times in handball), IOC is happy.

I don't know. But this place is for Asia and if Hongkong declines, Thailand will be invited. Teams from other continents come under cosideration only if both HKG and THA refuse to take part (then, a non-standard IHF decision should be made).
