Mioveni and Galati seems to be the most powerfull teams (as players names ) who want to promote in NHL... but not the names play...

Mioveni, 15 km north -east of Pitesti (Arges county) around 32.ooo inhabitants (Dacia -Renault plant there from 1970..)
Made a dozen of transfers to promote in RO NHL. (see second mentioned article)
