Not they couldn't. The rules say that every federation can request a single upgrade for CL. The Hungarian federations could have asked for 10 WCs, it wouldn't matter because the rules say you can ask for only one. So EHF was forced to take into consderation only the first team for an upgrade, which was FTC, in the order decided by the Hungarian federation.
